Why do some harassment courses have timers that prevent me from accessing the test?

Certain states have minimum time requirements that must be fulfilled, hence the timer at the top of the page. The Final Test will not become available until you have met this time requirement. You may exit the course at any point before the Final Test and later resume where you left off.
